I see it positively that Newisys joined contract manufacturer instead of one of the OEM's. This way their market position remained exactly unchanged, they are wide open to license or manufacture their design to anyone, they are not engaged. Samina also expanded their business by offereng their own designs to OEM's.

Doesn't hurt if Newisys make few Xeon designs. It will not make Xeon dud better, it will remain inferior to Opteron offering.
