Hi Don, it looks like HSTRX is sensitive to interest rate hikes, So if you invest right after the fund drops in price that would be your best bet. You could use termvest like Tom was saying, with the limited swings it will probably do the same as synchrovest would do. About how often you should invest, I don't think you should have more that 24 periods. example 100%/24= 4.17% to invest each period. If you use 10 periods it would increase to 10% each period.

About HSTRX, it looks like the increases are due to the energy stocks that they have. http://moneycentral.msn.com/investor/partsub/funds/holdings.asp?Funds=1&Symbol=HSTRX
