Fully invalid. It's an inaccurate insinuation that every Mac users stops to consider downgrading to a PC before buying their next Mac. It inaccurately implies that Mac users are all on the verge of giving up the Mac platform.

It is, in fact, the kind of crap that, when they read it, keeps PC users from switching over. It gives them the idea that we're all just sitting around trying to decide when to give up the ghost of Macintosh. It's a malicious attempt to discredit the legitimacy of the platform. And the problem is, that when it's not countered by someone pointing out the bulls--t nature of such statements, it all too often succeeds.

It would be like saying that when people wake up in the morning, they make a decision to put clothes on before leaving their home. Technically, it's a true statement. But going around saying it, would lead to the misperception that many people come very close to choosing to walk out their door naked in the morning.

Those who use technically-true-yet-intentionally-misleading statements to give the State of the Mac as negative of an appearance as possible, are doing more damage to the platform than they will ever realize. Or perhaps they do realize it, and simply resent the fact that hordes of PC users are buying Macs and thus "invading their space".
