I don't believe the DEA has the power to reschedule on their own.
They are an enforcement agency not a legislative one.

I believe they can only recommend to the AG that it stay/reschedule
on the list.

The AG is *NOT* MJ friendly and said so during her confirmation hearing.

However, as was pointed out here, the AG is a cabinet level position and as such reports to Obama, so the ball would be in his court.
