How would Intel do something similar?

Forego pushing performance and features of 25 to 50+ Watt PC silicon and
instead go all in on wimpy low frequency cores for 2.5 to 5+ Watt silicon for
hand held devices. I.e. screwing over a huge loyal customer base to chase
markets it doesn't understand well and that don't need it.
