I don't know the DoD protocols however I absolutely believe the DoD knows all about HCT as Mary Cushmac worked very closely w/the department. The DoD is also a customer of PPG which has very close ties to HCT, probably its longest-lasting due to the PPG purchase of Comex, a long-standing customer of HCT. Part of the answer, I assume (Hate that word!) is the accepted existence of standing evidence of HCT chemistry. The document that has been passed around this board (a pdf) clearly spells out the criteria it is looking for in a poly product which happens to replicate the HCT material item for item. Prof Mannari, EMU Nanotechnology lab is a close associate of Oleg Figovsky who lectured there in Dec, I believe. If you look at partners on the Polymate site you will see EMU listed.
