the answer to that is simple... right now, they don't have the ability to pay back an ATVM loan.

I wonder if the DoE attached the same stipulations to Elio's qualification for a loan as they did with Tesla and Aptera. Both were require to raise an amount of private capital that was equal to the amount of the ATVM loan being sought by each. Tesla raised the private capital and thus received their ATVM loan. Aptera did not.

I seriously doubt that Elio will ever get an ATVM loan.
