I think Sullivan underestimated the Brazilian government and my opinion is that's what's holding it up. My research tells me it's not as easy as sending money and filing papers, especially if there is fear the money and jobs will leave the country.
I find it hard to believe the closing could even take place in this country but who knows. The money behind the deal has experience with Brazil and should have known, maybe they do.
Lots of speculation and only time will tell. There certainly doesn't appear to be any updates.
