OT: The property tax rate real feature is that it has been timeless for eons for previous owners, who pay fractions of the property tax rate as it is still based on their original purchase price. It also chains them to the property as taxes could be 5 times grater if they trade up on a property purchased for much less in the 1990's, or in the 2007's.
Here in NYC the tax rate equally rises in all its incarnations for all property owners.
