Just hung up with the TRC. I was told that one doesn't get a permit to plug a dry hole.
The driller files notification that the hole has been or is about to be plugged.
The form states that the driller has 30 days to notify the TRC of the plugging.
The information about the plugging is not available online.

So at least we were notified in a relatively timely manor about the dry hole.
