Often people are left with tiny odd lot positions like that following large reverse splits. Traders get tired eventually of seeing them in their portfolio and usually sell for whatever they can get just to get rid of the position.
This is also part of the pattern of share selling scams. In order to attract fresh money, the scam will do a large r/s and after all the stuckholders have left, they try again. Rinse and repeat.
