No it doesn't clearly day that. It clearly mentions 20 days twice and clearly mentions different things both times.

They met on the 2nd. The amendments are effective the 22nd. It clearly days this.

The AS increase will be approx. 20 days after the April date. It clearly days that.

No matter how you spin it, it clearly states the things I just said. You've pointed it out and then quoted the AS Increase. When I mentioned that you then point out the other mention as though that's the only place it days that. So yes, manipulation.
