It's funny how you try to manipulate this. You don't want to read between the lines, fine, but stop trying to mislead others.

There are two times that 20 days are mentioned. The first time refers to 20 days after Mar. 2 and effective Mar. 22. They met, voted and enacted 20 days later. Go back and read what you've just posted and you'll see that.

The second 20 days refers to the AS increase. That will come 20 days after a day approximately in April.
