Unsolicited quotes only. Smart investors read the 10Q and see the losses each quarter, declining revenue, closing of stores, fact that PHOT doesn't pay its bills, and fact that PHOT wasn't paying payroll tax and sales tax. Penalties for payroll tax evasion can be pretty severe.

The above and the stratospherically-high market cap may suggest a sell and short strategy may have better reward.

MM's don't seem to be using any tactics. Since no one is making a market in PHOT, it is not clear that any MM is holding inventory. I see no evidence of MM's trying to induce selling.
