Senate Bill 460 directed Oregon Health Authority to allow registered medical marijuana dispensaries the option of selling limited recreational marijuana products until December 31st, 2016---

--- In order to conduct early retail sales, medical marijuana dispensaries must notify the Medical Marijuana Dispensary Program five days before starting retail sales. They must complete and sign the Early Retail Sales Notification form (pdf) that indicates they have reviewed the new rules and understand that failure to comply may result in action being taken against them.

You can lead a horse to water... but don't get into a semantical argument with one. I don't care to any more. I give up.
Alright, one last time;

As you can plainly see there is no mention of recreationally licensed dispensaries selling in this program, that's because there are no recreational licenses in Oregon as yet and won't be for retail shops until late in 2016. As a matter of fact it clearly states that MEDICAL marijuana dispensaries as the ones allowed early recreational sales.

Last time, repeat with me- 'KAYS only has MEDICAL marijuana licenses currently, but is allowed to sell recreational marijuana until years end.'

very good!

Hopefully by then they will be able to qualify and get approved for a Recreational License issued by the OLCC.
No guarantees, we shall see.

I am not going to do anymore of your DD. If you need further clarification call the shop(s) and ask them what kind of License they have on the wall and who issued it.

Good day Sir
