I could imagine a licensed dealer that would be allowed to purchase wholesale for it's clients so that if can keep a wide selection of products available. I figure that's what a pharmacy wants to do, that is what at least some dispensaries want to do. A dealer might want some Bakerstreet from Tweed becaus they have the best Kush at a good price but would go somewhere else for CBD strain.
maybe introducing a channel in the regulation for non profit production of cannabis for people that need it and can't afford it, if it were possible the boys in BC would make a great system for people. the idea that the current MMPR system will lead to an LP monopoly seems sad and necessary and just unrealistic.
LP's eventually need to make money, but they don't need to be the only ones and they don't need to be the ony supply of this herb - ideally they would be the public commercial supply - with all other for profit sales of cannabis being black market and off main street
