In short,.... it is actually fairly normal for developmental-stage companies in biopharma to not have a single approved IND after 11 years, and having spent "only" 'tens of millions' of dollars to get this close to an IND is actually not particularly expensive.

Correct. Those who understand biotech/drug development , as you do, are not adverse to a span of 11 years during development. I presently hold a stock which began the process in 1987 and is just now currently in phase 3.
