That's because DUST and NUGT are miner etf's which play off GDX and ABX which are both up. Miner stocks go up DUST goes down and NUGT goes up and vice versa. Gold could drop 50 bucks BUT if the miner etf's surge up even if gold goes down then the bull NUGT goes up and the bear DUST goes down.
