That's funny considering all the SEC complaints I see filed are for those trying to manipulate the stock up. Perhaps you could link me to a few of those other complaints that you're referring to.

The SEC usually sets up little mouse traps (no pun intended) to catch those manipulating stocks to bring the price down.
