There was too much oil on the market, bringing oil prices down. The oil surplus was getting large.
Then Obama took sanctions off Iran and they restarted oil production, pouring massive amounts of oil into the market to fund ISSIS and other things. They refused to cut back on production and said they would produce as much as they could.
OPEC got together and said they might cut back on oil production to offset Irans' production and drive the price up.
