Lol. I agree. There most definitely will be cheating. It is impossible to exactly calculate and regulate every ounce of oil that comes from the earth. And to say that we can cut back a percentage or freeze is only on a good efforts on the countries side. It may also be a hard Theory to follow being that to make more money you need to produce less oil… Normally more equals more, and less equals less, so for them to understand to make more money to produce less OL, it might not add up
