If Bill was under serious investigation for years now of offenses by the SEC than they wouldn't have approved this document and spin-off.

We know that the Ontario Securities Commission is investigating CEN Bio. But it seems the people in Corp Fin who dealt with the Form 10 may have been unaware of that. In any case, they can't stop a Form 10 from becoming effective; that happens automatically after 60 days.

Why FINRA agreed to process the spinoff is beyond me.
