No. They are not the same thing at all. If a foreign issuer asks for a pending news halt on its own exchange, FINRA will halt it as well. The news may be good, and the stock may go up when the halt--usually brief--is lifted.

SEC suspension are bad. FINRA U-3 suspensions almost always bad, but they're very rare.
