FINRA is authorized to halt OTC issues in certain circumstances, but these halts are infrequent except for foreign issuers:

As you can see, except for the three SEC suspensions, all of the companies on the FINRA list are foreign issuers. Probably they were halted on their home exchanges for pending news, various kinds of reorganizations or the like.
