so what are you saying - if you make a 'law' that says dispensaries need to stop being dispensaries and stop selling illegal cannabis and instead follow regulations and laws about the production and distribution of cannabis then everything will be alright?

because that law they would love to obey, sure - because the government said it was the law then they would have to follow it - yeah, this is starting to make sense now
