The reason it took a year was because the "new management" fought the initial revocation order and promised to catch up on the filings. Obviously, that was a lie, most likely just to grant them extra time to dump as much new stock as they could. The SEC finally ran out of patience with the scammers when they made no attempt to do anything and are shutting this fraud down for good.

SHMX was a fraud from Day 1. It was designed to funnel cash from investors and, later, the toxic death spiral funders, right into their own pockets. Which they did in spectacular fashion.
