The "FIXED OS" means no any single share dilution since the reported OS count (22,000,431 shares)! Usually this can only happen to an non-reporting OTC shell or Q stock, not for those so-called "OTC Reporting" stocks which are usually diluting the OS almost everyday! Which is why I prefer to invest in those "STOP" sign stocks due to usually neither dilution risk nor R/S risk.

Why ECPL has a giant AS size? Here is why: ECPL was a OTC reporting stock back to 2011 and it tried to dilute the shareholders to collect the free cash just like its "Reporting" peers did. However in the reality the company managment finally realized: no any investors were willing to buy any new shares after the previous huge R/S (1:2000) which had destroyed every pre-R/S shareholders! Therefore they gave up the regular filing liabilities (which only sever for the huge dilutions purpose) in the same time they stopped the dilution effort after the R/S which is why I said the OS is the FIXED here.

Of course an huge AS might attract a RM deal for any potential new diluter. Fox example: SAFC has 1B shares AS but the float is just 113M shares and the OS is only 219M shares (which is far less than the AS) because the CEO was trying to make a reverse-merger deal with a foreign public company which requires a multiple-of-OS-size AS in order to merge...

The chart below confirms: how thin the trading volumes are here! The maximal trading volume day only had 6,699,083 shares with the price range 0.0024 ~ 0.0007 since April 16 of 2012!
