Now this is keeping it real and basically true for OTC, thus why the "creation" story of TRTC was always a valid red flag. (I've NEVER said it wasn't, in fact I've pointed it out in posts...)

But does TRTC still deserve such an OTC negative generalization today? Especially given their progress and SEC compliance to "clean the slate"?

That's the gamble, that's the game.

99.99% of all OTC'ers reverse split for one reason and one reason only. It's to reset the share structure in advance of issuing more shares.
