I talked to Scottrade as well both yesterday and again this morning. I was told that it is a matter of a fee that Scottrade has to pay to be able to trade a security. They don't want to pay the fee to have the rights to trade it because there is too much risk associated with this particular stock. I pointed out that I am able to trade CANN, which had been halted and now reinstated, why not PHOT. Both times I called it seems the answer is that Scottrade is cheap and doesn't want to pay the fee to trade PHOT, because in their mind it is too risky. I am in the process of changing my account from the BLP's at Scottrade to a more FLP brokerage.
