All I can say to that is that it is quite possibe to one way or the other grease the palms of people in foreign countries. It is also very illegal to payoff politicians here in the US, but it is done every day, and although some get caught, I bet most get away with it.
There are always loopholes as well for someone to get some incentive or another, making it actually legal to some degree. I am just trying, as you are, to think of ways that the total numbers we see could be only part of the picture. I ask the question, "how many ways can, say, an operator in India, get incentives, both legally or otherwise, without it getting reported back to our thread here?"
