It's a non-final rejection. The patent office almost always does that the first time around. They get more money in commissions that way. Also, the initial application can be made overly broad to try to make sure you don't miss anything, then you go back and perfect it. Very common with companies that operate in a competitive environment, for example,drug companies do it all the time. It's normal practice/strategy.
