The SEC halts the stock and all trading actively associated with it, from there the SEC looks at the accounts world wide with holdings and counts up the shares out compared to the shares actually issued. If the number is off, IE: "If the ss count is higher," than its supposed to be then they search for the naked shorts and the brokerage firms who facilitated them. Why do you think no one wants the stock halted? They would be caught red handed and jailed..
