But I have seen EBT cards in purses at the wine store when I am buying a $6 bottle of wine and the Food Stamp recipient in front of me at the cashier line pays cash for an $18 bottle of wine.

So these ebt cards aren't in a wallet but just lying around and you're staring into a stranger's purse? Makes you sound like a weird stalker.
