They do have a fund(more money is given to the state government about 13% of oil revenues)

Part of the issue is the local gangs favoritism towards their mentors the state and hostility towards the oil companies and the federal government. Some of those gangs were used by the state governments in times of election and for other purposes. However, the decadent past was to blame presently they could be what I term progress
