Please follow my logic for a moment....

What if KBLB is awaiting funds to be approved,so they can go ahead with their pilot production efforts?

New US-Vietnam Agreement Shows Growth, Challenges
HANOI — The US and Vietnam signed a defense agreement Monday, a document which officials hope will grow the military relationship between the two nations and will eventually lead to co-production of military equipment.

The Joint Vision Statement on Defense Relations was signed at a ceremony by US Secretary of Defense Ash Carter and Vietnamese Defence MInister Gen. Phung Quang Thanh.

And

Under the MoU, the DOA will help MARD conduct scientific research into key agriculture technology as well as get access to new technology, bio-technology and farm produce processing technology, and especially new varieties of seedlings and domestic animals. A joint committee will be set up to provide guidance, facilitate cooperation and review the operation process within the MoU framework. The joint committee will devise an agricultural cooperation programme between the two ministries

Both of those efforts are going to be supported by funding dollars and if I was KBLB i'd wait on that, as opposed to partaking from the CSC deal, in which the break-even share price is just under 0.09.
.
I don't believe there's an exclusivity agreement, which binds KBLB to CSC solely.

IF KBLB is directly tied into one or both efforts, from a fiscally responsible standpoint, I see waiting as the best option....

From a forward-looking perspective, as I am reminded that:

Pursuant to the MOU, Kraig Labs and the Vietnamese provincial government will jointly develop a cooperative plan for the development and production of Kraig Labs trangenics in Vietnam.
“This MOU represents a breakthrough for Kraig Labs and potentially the silk industry. The Central and Provincial Government officials in Vietnam with whom we have held extensive meetings share our passion and vision for reinvigorating the silk industry.

This new relationship should bring new opportunities for both the Company and Vietnam. The goal is commercialization of our disruptive technology for the technical textile markets,” said Company CEO Kim Thompson. “Vietnam offers specialized silk infrastructure which is ideal for expanding our operations. Vietnam’s tradition of quality silk production makes it an excellent fit for our transgenic silkworms. This cooperative effort will further serve to support our recombinant silk technology, its many applications and end markets.”

The Company is continuing to work with the provincial government to develop advanced research and development facilities in Vietnam, as well as pilot production of transgenic hybrids.
