After some research I now belive that Incentive converted 647,330 shares to Merkur Market meaning they hold positions on both OTC and Merkur as of last week.

Central Bank of Ireland - Approved sub-fund of a Designated Investment Company
Incentive Active Value Fund is registered in Ireland and is a sub-fund to Sector Fund Services AS. Sector uses BNY Mellon as depositary bank.
