(1) Google Fi is offered only on specific Google Nexus devices.

(2) Also, I'm not sure if you can data-only plan. They have something called Fi Basics ($20/month) that offer unlimited domestic talk and text, and unlimited international texts. I would think that you need to get Fi Basics in order to get the data plan, they need to make revenues somehow! Still a pretty good deal to be charged for data based on usage.
