No it doesn't but maybe they didn't have enough shares to issue for the kind of investment they needed. I know 350 mil shares seems like a lot but at these prices that won't get you much cash after the discount. I bet you couldn't secure more than 50k for the rest of what wasn't used. I'm guessing after the D falls off we will get our answer. If the D falls off with no real news, then look out below. Jmo of course.
