From my understanding, Hartman is going around the FDA to get the drug to the market faster. Everyone knows that the FDA could take a year to two for clinical trials. To surpass this timeline, the JV was created so that the drug could be placed into the market in brazil as they probably have a less strict system since revenue is expected soon after the formation of the JV. With the drug being approved by the Brazilian agency, it will be accepted by the FDA in the US without having to do clinical trials.
