Yeah, sure, but the FHFA page clearly states that the overseer will delegate day to day business functions to the GSEs that remain private companies. The whole idea that the SEC should go after the government for non-disclosure is silly. All the White Papers filed during the full duration of conservatorship were public documents that left nothing to the imagination regarding intent.

Winding down the GSEs was expressed as far back as Hank Paulson. The theme has been recurrent from too many government mouths to even count on both fingers and toes. And most of the litigants now suing the government over Amendment 3 being an illegal taking bought their shares AFTER it was imposed. So anybody blurting out a big, hearty Jim Nabors style "Surprise, surprise!" really needs to shut up on disclosure.
