First naked shares are never meant to be covered and at the end of the day the "easy button" is hit and magically, they disappear. THese shares can be traded back and forth between MMs. Not all shares are accounted for. Due to black holes, off Wall street firms, etc these shares are not counted. For instance, Ihub, like many OTC firms, has an off shore short hedge fund in the Bahama's from which they can greatly influence the SP and shares could never be traced. 10 million shares theorhetically could have changed hands and we would never have seen a single share counted. Although we get stats from OTC on shorted shares it does not accurately account for naked shares. The SEC really does not watch the OTC closely because the big money is not there. So, OTC mayhem goes unchecked and essentially unregulated. Only on a rare occasion does the SEC get involved with the OTC. So regulations are broken without justice being served. This only scratches the surface for an answer to your question.
