If we are using the 3 day settlement rule for naked shorting...which I feel Etrade and NITE are doing...then the lower the closing price the less the cover pay out for putting back the shares in their clients brokerage accounts.

I have no proof but thats my theory as to why we see these under cut ASK prices all the time...
