Seems just the opposite from what the board wants, but doesn't seem PPS matters at all to analysis that healthcare investors look at. Its all about market cap.

By market cap, this subset of the 76 Healthcare sector IPOs that have occurred over the last year breaks down as follows:

3 small cap (<$2B)
14 micro-cap <$50M-$300M)
5 nano-cap (<$50M)

This is roughly in-line with the market cap distribution in the industry: Biotech has always carried a majority concentration of smaller companies. But strikingly, though they’ve all been publicly traded for less than half a year (and half of them for less than a quarter), this constituency makes up 8% of all Biotech companies with a <$1B market cap.

These companies – and their established peers who are raking in new cash with follow-on offerings –

Micro cap stocks shouldn't be confused with penny stocks. The terms micro and nano cap with regard to stocks refers to their market capitalization. Micro cap stocks have a market cap between $50 and $300 million USD while nano-cap refers to stocks below $50 million. Because a company has a low market cap does not necessarily mean their stock price is in cents.

That said, there are some advantages to the lower end of market cap spectrum. Perhaps the biggest advantage is that due to their small size these stocks don't receive the same attention from Wall Street analysts as their larger capitalized peers do. Finding stocks that aren't well researched or are simply undiscovered to investors can be a major advantage. It is in this "neglected" corner of the market that the discrepancy between price and value can be greatest. A low market cap does not necessarily imply a bad business, in fact there are thousands of businesses operating in all segments of the American economy with market caps under 300 million.
