As I see it, there is no need to arrest people operating the currently illegal dispensaries. But they could be fined as an incentive to become more legitimate. The fines could be small to start with. Many would probably just pay the fine as a cost of doing business. However, if the dispensary does not improve, then the fines levied would increase to more than it would cost them to be supplied by an LP, for example.

Meanwhile, LP's should be allowed to be wholesale suppliers for dispensaries. Such LP's should only need a license to grow as minimum requirement since they wouldn't be selling retail.
