Dear Sir, please show me where it states that the document is an opinion of rejection, as you claim. The document is an opinion of the applied for patent, detailing where there are instances of non-compliance to the established criteria of patentability. It is part of the application process which enlightens the applicant of non-compliance, in which, the applicant has opportunity to clarify and gain compliance to the patentability criteria.
Therefor, to answer your question below, it must be revised to;

"Is an opinion a good thing or bad thing?"

Answer: An opinion is a good thing because it helps the applicant understand where the patent application does not meet the patentability criteria. This allows the applicant to revise the application in order to satisfy the criteria. Yes, the patent may still be rejected, but there may be no indication of doing so in an opinion. Only after examination.

You are correct that it is only the IPEA's opinion that the patent be rejected rather than a formal rejection... I should have been clearer but thought it was evident from the provided link!
