On the Buicks the sentinel and the delay are two individual features and each has their own control. If the twilight sensor is covered then it will keep the sentinal from working. The delay for the lights when the key is turned off is just a timer and usually set by a knob around the headlights. You can only adjust the time the lights take to turn off. The twilight sensor should turn on the lights whenever it senses a change from light to dark. I cannot remember if it will work if only in partial darkness. I know I had some problems testing Buicks in the shade of the work bay as it was not light enough nor dark enough to get the sensors to respond most of the time. The sensor also needs sunlight, a flashlight will not get a response most of the time. I hope this helps :^)
