A publicly traded company is prohibited by SEC regulations from trading (buying & selling) their own stock. In order to issue (sell) or buy back stock, they must first file a public notice informing the shareholders how much they are trading and an approximate time (the time can be open-ended).
XKEM is not buying it's own shares. -- But could one day in the future if it wanted to.
