Back in 2011, there was reluctance on the part of IR to say who had purchased the NSR...

"No idea if disclosure will come on the NSR"

I didn't know the answer to that until this link...

http://canada-resources.ie/index.php

"Canada Resources PLC focuses on developing mining opportunities primarily in Ontario, Canada. While headquartered in Dublin, Ireland, the Company’s main asset is its option to purchase a Net Smelter Royalty (1.5%) in a historic Niobium (Nb) deposit 165 kilometres west of Timmins , Ontario. Canada Resources also maintains a 100% interest in the two thousand acre Otto property in the Kirland Lake mining camp, in northern Ontario.

Canada Resources PLC holds an option to purchase a 1.5% Net Smelter Right (NSR) in the Nemegosenda Niobium property. The Nemegosenda property is located 20 km north east of Chapleau. Through extensive historic drilling and through recent test drills the Nemegosenda resource is seen as having the potential to become a significant niobium resource. The claims extend over 3,478 hectares (9,000 acres) in Chewett, Collins and McGee townships in the province of Ontario."

Fine. It's a private transaction, so it's up to that company to decide if they want the details made public, as they have recently done.

Mystery solved, but at the time, some here speculated that Scott bought it as a "sweetheart deal" to himself.
