Val it looks as if the SNUR for toluene diisocyanates is a "final Rule" and is in effect. Unless I'm misunderstanding the page. Look at the regulatory timeline off to the right.

I did also find this on the page "Final Rule 06/00/2016"

so maybe that means June 2016. Either way, EPA is cracking down and fast.
