Greetings and good question...
I was wondering the same thing myself.
Obviously I don't know the answer to the former, but fwiw, the 36 month ban only covers Chubut Province, where Minera Andes has interests in two locations; La Maria and El Valle.

Both of which, MNEAF IR tells me "are years away from becoming active projects in their eyes."

Most of MNEAF's Argentinean resources, including their recently BFS'd prime focus, San Jose ( http://www.minandes.com/s/FeasibilityStudy.asp ) are in Santa Cruz Province located immediately South from Chubut Province.

It's my understanding Minera Andes is not planning to issue a news release w/r to the Chubut Province situation, but that attitude can change quick if their shares take a needless, in their eyes, hit.

Argentina is only now beginning to realize some of its mineral discovery potential. Minera Andes' geologists are proving that potential by making gold, silver and copper discoveries.

Santa Cruz

Through its own aggressive generative exploration program, Minera Andes has acquired new silver/gold properties in this highly prospective province of southern Argentina. The properties have geologic similarities to Minera Andes' evolving, advanced-stage Huevos Verdes gold/silver project in Santa Cruz. A formal feasibility study for the Huevos Verdes project is now underway.

Additional properties in Santa Cruz are also being acquired. Minera Andes' exploration strategy is to locate areas on which mineralized structures of regional size and associated color anomalies have been identified using satellite imagery followed by fixed wing aircraft reconnaissance. At Cerro Mojon in Santa Cruz in Santa Cruz, epithermal gold/silver veining has been discovered. Rock chip samples showed strongly anomalous gold, including one sample with 1.94 grams per tonne (g/t). Chubut

Western Chubut province is highly prospective for gold and silver, and hosts geology similar to Huevos Verdes. Minera Andes' prospects include La Maria (24,700 acres) and El Valle (6,200 acres). Gold-rich multi-stage quartz veins have been discovered at El Valle, some of which are 5 m wide and more than 500 m long. Epithermal vein occurrences, which have the potential to host epithermal disseminated or intrusive-related systems, are known to exist on the properties.
